We realized the TSA and all Federal Workers and contractors are in the same boat. All streams led to the US Treasury. As we know, without financial controls, crooks take hundreds of millions of dollars. Just embrace this simple fact that there is embezzlement because of the "10-80-10 accounting rule". (Google it.) Only then does it become apparent why hundreds of millions are left unaccounted. This is Money that otherwise could be used to make payment.
